Its the black plastic assembly that the oil filler cap screws onto. Try removing it with the hose to the inlet and cleaning with petrol or other solvent. It should NOT be a steady stream or big puffs. The engines without a PCV just had a tube to dump the engine fumes to the road. That may be clogged. With the motor warm pull the breather and see if it's puffing smoke. If it is pull the PCV and make sure it has vacuum and 'rattles' freely when you shake it. AFAIK, by no means there should be smoke out of dipstick, unless the rings are worn out. Also, as for oil consumption, ~300ml per 10000kms is fine, anything more than that is cause for concern. If crankcase vapors are getting past the cap, you have a problem. If you pull the cap on a hot engine, on a cold day, I would fully expect to see water vapor condensation.
